be pushed back on by his own party as hard as what happened to john boehner this week. host: let me read to you "activists that helped john boehner's plan b saying that republicans must be ready to go over the fiscal cliff that includes no tax increases. sbainer boehner and other republican leaders have been too scared about suffering publicly if the nation goes over the cliff and the tax sbikeses that are triggered in january. now that the plan b has failed these conservative republicans should be empower you ared to make big demands and stop caving to the president out of fear." guest: that doesn't make much sense to me. you have to get it through the house republicans then the president has to sign something, if that doesn't happen then you have very large tax increases a lot more than what they were talking about in their negotiating and you have the defense cuts that happen overtime and some other, nondefense cuts. you really have this huge amount of revenue, a lot of debt reduction. it is hard to see what demands the republicans can think will be easier to make come the new year. g

is a lever to try to get the senate to put something on the floor, and speaker boehner has been very clear it's the senate's turn to act. senate dems aren't taking that bait. they feel like they'll put something on the floor. if they don't have republican consent for it, they will have to pull it or see it go down in flames, and then republicans can point to their failure and say, hey, look, they failed, too. so democrats are wary of kind of falling into this trap that republicans they feel are trying to set for them, and so there's this kind of staring contest up here where everybody is looking at everybody and it's like watching a slow motion car crash. >> using that metaphor of a staring contest, can you see anybody blinking? everybody thought -- i guess they thought first of all that boehner would blink and he'd take on his tea party and say i only want 50 or 75 votes. i don't need you crazy people. i just need a few normal people, and we'll get 150 democrats, and we'll pass something. he didn't blink and do that. is there any chance he will before monday? >> i think there's a chance if h

. the president had put serious spending cuts on the table. he and speaker boehner a week and a half ago were this close in a $4 trillion deal, they were 200 billion apart on revenues and 200 billion apart on cuts and then what happened, all of a sudden, speaker boehner decided to do this plan b. he went back and for a week tried to raise the amount that you would extend the bush tax cuts to people over a million dollars, couldn't get -- the plan was flawed from the beginning. instead of trying to get a bipartisan deal with democrats and republicans he try the to win over the 50 most hard right conservatives in his body. it fell -- wait, wait, it fell apart and it's leading us to this last minute so our choice is simple. avoid the fiscal cliff and people's taxes going up or do nothing and let it happen. we didn't want to be in that position but speaker boehner pulled out of the deal a week and a half ago. it's not fair to blame the president. >> i have to ask you about this question. this is one of the big sticking points left. whose taxes go up, people making over $250,000 as the president w

for the country. i mean my own belief is what we ought to do is take speaker boehner's last offer, the president's last offer, split the difference. that would be a package of about $2.6 trillion. you couple that with the $1.1 trillion that has already been done and that would be close to the $4 trillion we are needed to stablize the debt and to begin to bring it down and then if you wanted to add on the alternative minimum tax which costs about $800 billion to fix you could offset that with overseas contingency operations. war costs. some people say well, neither of those are real. both of them are a fiction. in some sense that is true but at least you are offsetting a spending fiction with a revenue fiction and clearing the deck so that we don't increase from 4 million to 31 million people the number affected by the alternative minimum tax. stablize the debt. >> chris: what would that mean? what would the level be for taxes for revenue. in how much would be raised in revenue and what would it mean in new spending cuts? >> the spending cuts would be a trillion $450 billion. $2.6 trillion. coupl

their taxes go up. the news comes after a conference call that mr. boehner held with gop house members, telling them to return to washington this sunday. but just because they're coming back doesn't mean they're looking to play nice. today, senator harry reid blasted the speaker for refusing to even vote on a democratic plan that would protect 98% of americans. >> everyone knows that if they had brought up the house -- i'm sorry, the senate-passed bill that would give relief to everyone making less than $250,000 a year, it would pass overwhelmingly. it's being operated with a dictatorship of the speaker. >> a dictatorship of the speaker. and here's house speaker boehner office responded. senator reid should talk less and legislate more. legislate more? what legislation has speaker boehner been working on while on vacation? while we're about to go over the cliff, the gop has been pointing fingers at the president. one gop aide says talks have failed because "the president made a strategic miscalculation and overreached. he picked a fight." picked a fight? sorry, that's not going to fly.

at the final positions last monday of both the president and speaker boehner, they were this close, they were this close to a solution. the president was about $200 billion higher on revenues, speaker boehner $200 billion higher on spending cuts. out of a $4 trillion budget, that doesn't seem insurmountable. so i hope they would keep talking. my one bit of advice to speaker boehner is this -- you cannot pass a bill with just republicans. on a broad thing like this, you need both and he has put himself with plan b in sort of an impossible position. he has to get these hard right guys to go along with him. if he were to say and the president were to say we're going to pass a bill with a majority of democrats and a majority of republicans in the house and senate the, we could get a mainstream bill. i know he's worried about his speakership but what i found in my 37 years as a legislator, when you show leadership, when you show redirection and courage, even people who disagree with you will vote for you for speaker. i would urge speaker boehner to abandon this plan b strategy and work on a bipart

to this point? taking you back to last week, you remember john boehner tried to get that alternative bill through the house. his own bill. he didn't have the support to do it. it fell apart. now things are in the senate and it will be up to harry reid and mitch connell and the president to try to come to a compromise to avoid the tax hikes and spending cuts that go into effect on the first of the year. president obama had been working with house speaker john boehner and trying to get a big deal that dealt with tax reform and deficit reduction. that fell apart and talks have largely been stalled this entire time. there was a lost pressure to get something done. we have seen some of the impacts of the fiscal cliff. consumers saying they have been more cautious with their holiday spending because of the uncertainty in washington. economists warn it could get worse and the markets could be foiled if we go over the fiscal cliff. taxes will go up for the average american by about $2,000 and could put us back into a recession. >> which nobody wants to see. kristen welker in hawaii. the president

that was john boehner's plan "b." a couple of things are either being misreported or inaccurately reported because what gets in the way of the president's plan is the constitution of the united states. and the good thing about this meeting is that the focus is now firmly on the united states senate where it should have been all these months. the house acted a long time ago to extend all the tax cuts and take care of sequestration. the senate has given speeches. >> you're referring to the fact that revenue issues are supposed to generate in the house. right now, both speaker boehner and the president say it's between reid and mcconnell which does raise the question, whatever procedural and constitutional issues, which are profound. are you concerned as a republican, someone who is close to speaker boehner, if we go over the fiscal cliff, that republicans will get the blame? >> well, of course they will. because republicans get blamed if it rains if washington. that shouldn't be the test here, it shouldn't be the consideration. but senator reid has had it within his power since spring to ame
